1. Name
The name of this network is called "Internet Users Network"
2. Objectives
This network will carry out its activities under the following objectives
  • To promote peer-to-peer communication among Internet users and collaborate to make social contributions through using the Internet.
  • Maintain and maximize the users freedom when using the Internet
3. Basic Principles
This Network will honor the following principles for its activities.
  • To act for the end-users of the Internet
  • Anyone who shares the group's objectives may become a member openly
  • Be autonomous, distributed and collaborative
  • Be self-voluntary, anyone can propose and undertake an activity, and any activity can network with any other activity
  • Respect local community, professional community and communities of interests
  • Cooperate with the technical community, business sector, and local and central government activities that support the Internet
  • Act globally, transcending national framework
4. Activities
This Network will carry out the following activities
  1. Social activities
    • Promote communication among users
    • Study and propose social policies
    • Make social contributions
    • Share information and knowledge

  2. International cooperation and collaboration
    Promote global collaboration among users
    Promote advocacy activities in cooperation with the governance of the Internet to reflect user's opinions
  3. Global Cooperation
    Promote activities to foster Internet deployment in developing countries and regions
5. Membership
Any individual who agrees with the objectives of this network can become a member.
6. Membership Fee
There will be no membership fee.
7. Voluntary Contributions
Any individual or organization that supports the objectives and principles of this Network may donate contributions in money, in-kind or pro bono services.
8. Facilitator and Chief Facilitator
  • There will be five Facilitators who will be in charge of the operation of this Network.
  • Facilitators are elected by the members.
  • Facilitators will elect the Chief Facilitator.
  • The Chief Facilitator will act on behalf of this Network.
  • Facilitators will determine the Action Plan and budget and will be responsible for implementation.
  • The Chief and other Facilitators will jointly make the decisions concerning the activities of the Network. The Facilitators will listen to the opinions of the members through on-line and off-line medium, to be reflected to the decisions. The Chief Facilitator will make decisions after listening to the opinions of the members and the facilitators.
9. Terms of the Officers
The terms of the Facilitators and the Chief Facilitators is set as one year and can be extended twice with the maximum of three years.
10. Secretariat
  • The Secretariat will be located at the New Institute for Research and Collaboration, at the University of Tama.
  • Facilitators may appoint and replace the Secretariat and its staff.
  • The Secretariat will work together with the Chief Facilitator to carry out the operation of the Network.
11. Fiscal Year
The fiscal year of the Network will commence from April 1st and conclude on Mar 31. The first fiscal year begins on June 1, 2004.
12. Changing the By Laws
This By Laws can be modified from time to time by the consent of the Facilitators.
13. Other business
Matters which are not defined in this By Laws shall be decided by consensus of the Facilitators.
